Brentwood Public Records Inventory

Brentwood public records are split among city, county, court, and state offices. Contra Costa County is the main records desk for deeds, assessment data, tax bills, court files, elections, sheriff custody data, and many copy requests. The City of Brentwood is the custodian for municipal records such as council material, city filings, administrative documents, staff contacts, and city department records.

California public records law does not override every privacy rule. Juvenile, sealed, adoption, certain family, protected-address, investigatory, DMV, and confidential vital or voter data may stay closed or redacted even when other parts of the file are public.

Contra Costa Is Brentwood's Desk

Brentwood is incorporated, but the county keeps many of the public records people expect to find by name. The Clerk-Recorder office in Martinez is the record keeper for official records and many certified copies. The Assessor maintains the assessment roll, parcel maps, and public property information. The Superior Court handles civil, probate, criminal, family, and other case records. Elections, sheriff custody data, tax bills, and historical county records also run through county or county-linked offices.

Brentwood City Clerk records remain distinct. The city office handles council agendas, meeting records, campaign finance statements, elections functions, municipal code, Form 700 filings, and city public records. Brentwood NextRequest is the city channel for non-police municipal records, while police-related records go through a separate police records channel.

RecorderWorks Public Records Search

RecorderWorks is the main Contra Costa public records index for recorded documents. It supports name, document number, document type, map, recording date, book and page, old book, APN, and legal-description routes. For people research, the name lane is often the strongest because it separates all, grantor, and grantee roles. For property research, an APN from assessor or tax tools can narrow deed searches, but APN deed searching applies only to deeds recorded 3/3/1997 to present.

Assessor and CCMAP Limits

Property records are public records, but Contra Costa's online interface is not a full owner-name directory. The Assessor page says the office discovers and assesses all property, prepares the assessment roll, maintains more than 12,000 assessment maps, and provides public property information. The county's Maps and Property Information page points users to ParcelQuest Lite for APN or street-address search, parcel maps, assessed values, and house details.

Use those tools to build the parcel trail, then switch to RecorderWorks, the assessor counter, mail, or a CPRA request when the online display does not show the person-level detail needed.

Note: General plan and zoning layers in county GIS apply to unincorporated areas; Brentwood city planning records may require city channels.

Brentwood Public Records Offices

Each Brentwood public records request should go to the office that keeps the record. A broad request sent to the wrong desk can slow the response or produce a referral. These are the core offices surfaced by the research.

California Public Records Act Timing

The California Public Records Act, Government Code Division 10, Sections 7920.000-7931.000, is the baseline for many Brentwood public records requests. Government Code Section 7922.535 requires an agency to determine within 10 days whether a request seeks disclosable records in its possession and to notify the requester of the determination and reasons. A written 14-day extension is allowed for unusual circumstances.

Contra Costa County's public records request page adds local procedure: anyone may request, no ID or reason is required for CPRA requests, and requests may be sent to the proper department by phone, counter, email, mail, or fax.

Request Brentwood Public Records

A good request names the custodian, narrows the time span, and gives identifiers gathered from the online index. For city records, Brentwood uses NextRequest for non-police records and lets users view prior requests and responsive documents. For court records, the court's REC-01 mail request form asks for case number, case name, case type, requester name, phone, and documents requested.

Use the city portal for city-held records, not county deeds, court files, assessor data, or health records.

1. Identify the custodian: city, county recorder, assessor, court, health, elections, sheriff, or state agency.
2. Search the online index first and save names, dates, document numbers, case numbers, APNs, or addresses.
3. Submit the request through the correct portal, form, email, counter, mail, or fax channel.
4. Ask for inspection, a regular copy, or a certified copy depending on the use.
5. If a response is denied or too broad, narrow the date range, record type, or office and request the cited exemption.

Court Records by Division

Court public records vary by division. Civil and small claims records have the broadest online document access. Probate shows registers of actions online, but document requests go to Court Records. Criminal court records can be researched online, but criminal documents, minutes, and orders are not posted online. Records counters are in Martinez, Pittsburg, and Richmond, with phone service through 925-608-1000.

Copy fees from court research include $0.50 per page, $40 certification per document plus pages, a $15 file or name search per case, and a $15 estate search per case. Older civil physical files may need offsite retrieval, and confidential files may require ID or party status.

Vital Copy Rules in California

Vital records are public records only in a limited sense. Contra Costa Health registers county births and deaths for the current and prior year. The County Clerk-Recorder handles older county birth and death records and county marriage records. CDPH Vital Records issues statewide certified copies and certain divorce certificates of record.

Health and Safety Code Section 103526 separates authorized copies from informational copies. Authorized copies require a qualifying relationship, agency use, court order, attorney or agent status, or similar eligibility. Informational birth, death, and public-marriage copies can be issued to others but are marked not valid to establish identity. Confidential marriages are restricted to the parties or court order through the county.

Fees Worth Checking First

Many searches are free, but copies, certified copies, mail requests, and special property services can cost money. The Assessor publishes fees such as $3 for assessor map pages, $2.50 mailing, $50 radius search, $1 per page property information printouts, and $7.50 per parcel for property characteristics. Tax lookup is free, while payment service fees apply for card or PayPal payments and e-check has no service fee.

Sheriff police reports are listed at $0.10 per page. Court copy and certification fees can add up quickly if a request asks for many documents. For RecorderWorks, the research confirmed the index and shopping cart flow but did not locate a verified 2026 recorder fee PDF, so use the order flow or Clerk-Recorder contact for current copy pricing.

Records Closed or Redacted

Some public records remain restricted even when they reference Brentwood people or property. Courts restrict sealed, juvenile, adoption, and confidential case records. Law-enforcement files may be withheld or redacted under investigatory and privacy exemptions. DMV data is protected by the federal Driver's Privacy Protection Act. Certain public officials and protected persons may have address protections.

Voter records have their own rule set under Elections Code Sections 2188, 2194, and 18109. Driver license numbers, Social Security numbers, signatures, and unique identifiers are confidential. Safe at Home can substitute a mailing address for qualifying participants. Full voter-file access is not a general public directory.

Recent Contra Costa Records Changes

Several current changes affect Brentwood public records access. Contra Costa Superior Court says it is scanning 12 million pieces of paper as part of a paperless case-file project and future public web access, excluding criminal and traffic case records. Vital record fees increased by $2 on January 1, 2026 under Assembly Bill 64, with current CDPH fees listed as $31 for birth, $26 for death, $19 for marriage, and $18 for divorce certificates of record. California's data broker DROP system also went live for resident deletion requests in 2026, with brokers scheduled to begin processing deletion requests August 1, 2026.
